      Each hair grows from a hair follicle located in the dermis (middle layer of skin). At the base of the follicle is the hair bulb, which contains living cells that divide, grow and push older cells upward. These older cells die and harden (keratinize), forming the visible strand of hair.

      Therefore even when you shave, the above process continuous constantly and you see hair grow.
